Matches C# generic type parameter lists with at least two parameters, allowing optional 'in' or 'out' variance modifiers before each type parameter. It captures the first and last parameter names, useful for parsing or highlighting generic declarations in C# source code. Handles spaces after commas but not arbitrary whitespace.
