This regex extracts key-value pairs from dependency lists in JSON-like files (e.g., package.json). It matches lines where a quoted key (package name) is followed by a quoted value (version string), ignoring an optional caret (^) prefix often used for semver ranges. The first capture group holds the package name, and the second holds the version without the caret. Useful for parsing Angular project dependencies or any npm-style package manifest.
