This regex matches HTML anchor tags within a div of class 'group_row_labeled' where the href attribute starts with 'http://vk.com/'. It captures the opening tag portion up to the URL and then matches any characters until the closing angle bracket. Useful for scraping VK group member links or extracting profile URLs from VK page HTML. The 'g' flag allows finding all occurrences.
